Prime Minister Justin Trudeau, who announced the new investigation in the Commons, says Canadians expect and deserve to have faith in their institutions and those who serve them, adding recent events have raised important questions.
McLellan is being asked to look into the roles of justice minister and attorney general which for years have been held by the same individual.
Jody Wilson-Raybould, who recently resigned from cabinet, alleges she faced persisent political pressure to help SNC-Lavalin avoid criminal prosecution.
McLellan, who was once justice minister and attorney general, is to make recommendations to the prime minister by the end of June.
Her appointment triggered howls from the opposition, with Conservative Leader Andrew Scheer quick to criticize.
”Liberals will investigate Liberals. Unbelievable Mr. Speaker,” Scheer said.
