RANDOM DRUG TESTING TO BE FORCED ON TTC EMPLOYEES NEXT YEAR

TTC employees will undergo random drug testing starting next year.

TTC CEO Andy Byford says the plan is moving ahead, despite a threat of a legal challenge and possible job action by members of the Amalgamated transit union.

“I cannot and will not ignore what I believe to be a clear risk to TTC customers and employees for that matter if someone were found to be under the influence,” Byford explained.

The TTC board first approved random drug testing in 2011, but the issue was tied up in labour arbitration for years.

This past March, the TTC decided to move forward without waiting for arbitration to conclude.

Transit Union president Bob Kinnear argues that random drug testing is not effective and not constitutional. He wants the TTC to adopt a less invasive testing method, such as an optical scanner, which could tell whether a worker was intoxicated at the time of the test but would not capture recreational drug use during off work hours
