While council has approved the so-called hybrid proposal to replace the Gardiner Expressway between Jarvis and the Don Valley Parkway, it’s unlikely we’ll see construction crews on the scene anytime soon. If all goes according to plan work is expected to begin in 2018 however at least once member of council says that simply won’t happen.

Councillor Pam McConnel who represents the ward through which the Gardiner runs, is one of the most vocal opponents to the hybrid scheme.  McConnel predicts the community “will take every legal step” to fight the hybrid plan.  In fact, McConnell says we could be looking at up to ten years of delays,

The decision also goes against chief planner Jennifer Keesmaat’s recommendation, and that of the city’s medical officer of health, David McKeown.

Council approved several other motions, including one asking city staff to study using tolls on the expressway, one to study the possibility of turning the Gardiner into a tunnel and one to transfer responsibility for highway to the province.
