The final report from federal environment commissioner Scott Vaughan is full of warnings.
Vaughan says major resource projects in the North are going ahead without proper inspections for environmental damage and risk.
He says there is confusion in federal-provincial agencies about handling oil spills in the Atlantic and that liability limits to cover the costs of accidents in nuclear plants or offshore oil and gas projects are decades out of date.
