Effective September 22, Ontario residents will have to show proof of vaccination at some non essential settings like restaurants, theatres and gyms.

And then on October 22nd, a new Q-R code moves the proof onto your smartphone to be scanned. But residents have the option of using either system.

Associate Minister of Digital government Kaleed Rasheed says businesses will be responsible for screening customers but won’t need to check for medical exemptions.

The Q-R codes will have medical exemptions embedded in them but critics say it leaves the system open to fraud.

On enforcement, Health Minister Christine Elliott says bylaw officers, public health inspectors and even police can issue fines.

“And if there are any businesses that are concerned, when they refuse entry to a restaurant, a gym or whatever it happens to be, if at any point they feel threatened, we want them to call 911 as soon as possible.”

NDP leader Andrea Horwath says it doesn’t need to take this long to roll out the province’s digital certificate.

The the Canadian Federal of Independent Business says the government is putting all the burden on small business owners who already struggling from the pandemic.

“This is a lot, again we’re downloading another raft of public health responsibilities down to small business people, the same people some of the same people who’ve been locked down in parts of the economy for 400 days, businesses hanging on by a thread, struggling to find staff, and now they have to look at paper receipts for a month then embark on a Q-R code,” said Dan Kelly, President of CFIB.

Ontario’s Chief Medical Officer Dr. Kieran Moore says unvaccinated people are 24 times more likely to be hospitalized and 43 times more likely to be sent to intensive care compared to those who are vaccinated.
