A Syrian man, whose wife and two young boys drowned, while trying to flee Turkey for Europe, claims Canadian officials had offered him citizenship after the tragedy but that he declined.
Ottawa denies making such an offer.
Immigration Canada says it did not receive a refugee application from Abdullah Kurdi.

The department does say an application for his brother, Mohammed, came in but was incomplete and did not meet requirements.

Their sister and boys’ aunt, Tima Kurdi of Coquitlam, B.C., says she doesn’t blame the Canadian government, but does blame the world for not doing enough to end the war in Syria.

Prime Minister Stephen Harper, moved to the verge of tears, put off making a campaign announcement in B.C., instead spoke of the tragedy and the country’s refugee system, which Harper calls the most generous in the world.
He says bringing in refugees is not the only solution and that the military mission against ISIL terrorists must continue to help those still trapped in Syria.
The NDP and Liberal leaders say that’s not enough and that Canada must allow in thousands more refugees.
