Jaco Joubert, a Toronto-based Software Developer, designer, and renter, conducted a condo vacancy study and he found that vacancy rates of such residential properties are higher than is currently estimated.

The question becomes: should a tax on vacant residential properties be implemented? Some Torontonians including Councillor Bailão agree.
