”We made the wrong decision that night.”
In his first news conference as interim chief, James Ramer, has formally apologized for not calling the province’s Special Investigations Unit (SIU) the night then teen Dafonte Miller was assaulted by off-duty officer Michael Theriault.
”As a result of that decision, trust has been broken between the police, Dafonte Miller and the broader community.  For that, on behalf of the Toronto police service, I want to apologize.”
Theriault, who’s suspended from the Toronto service, was convicted in June of assault Miller, then 19, on a residential street in Whitby in December 2016.
Miller suffered a broken jaw and arm and is blind in his left eye from the injuries.
The interim chief says as of now Toronto police will notify the SIU about any serious injury involving a civilian and a police officer, regardless of whether the officer is off-duty or not.
Neither Toronto police nor Durham Regional Police; who were called to the scene of the assault, contacted Ontario’s police watchdog.
Ramer says a report by the Office of the Independent Police Review director has been completed and has been passed on to the Toronto Police Services Board and to Miller.
