The provincial government says human error is to blame for the January’s false alarm at the Pickering Nuclear Generating Station.

An investigation found communications failures, procedural gaps and a lack of training was responsible for the 108 minute wait before the all-clear was given to residents. The alert had been transmitted across radio and television stations across the province.

“There were too many players involved,” said Solicitor General Sylvia Jones over the conflicts over what course was supposed to have been taken on the matter. “Now we have a clear process to ensure when this happens, what happens next.”

The report published by the chief of Emergency Management Ontario says, when an officer realized the error in transmitting the alert, supervisors were uncertain on how to fix the issue.
