The man, found not criminally responsible for striking and killing a Toronto police officer with a stolen snowplow in 2011, has been granted a conditional discharge.

The Ontario Review Board made the decision after a July 13 hearing that both Richard Kachkar and the widow of Sgt. Ryan Russell attended.

Christine Russell was forced to leave out parts of her victim pact statement for Kachkar’s sake, but said outside the hearing, Kachkar remains a ”murderer” in her eyes.

But the ORB feels he now requires less supervision.

As part of the conditional discharge, Kachkar will live at the same transitional home, where he now resides, and must report to a Whitby mental health facility at least once every two weeks.

He’s also prohibited from drinking alcohol or using non-medical drugs, carrying a weapon or driving.

Any violation would see him return to the mental health hospital.

In January 12, 2011, Kachkar ran barefoot from a downtown homeless shelter, stole an idling snowplow and during the police pursuit that followed, he struck and killed Sgt. Russell.

Kachkar, who was charged with first-degree murder, was found not criminally responsible in 2013.
