Federal Heritage Minister Melanie Joly says it’s not up to her – whether or not Netflix should have to charge the G-S-T to its Canadian customers.

Joly says she’s in charge of culture – and Finance Minister Bill Morneau does the taxes.

The issue has been at the core of objections to a revamped cultural policy – that Joly unveiled in September – which includes securing a 500-million-dollar pledge by the online video streaming giant based in California – to set up a Canadian branch of operations and fund original homegrown content.

Quebec wants to tax Netflix – so it can support French productions – and the province is prepared to go it alone if Ottawa doesn’t act.
