Prime Minister Justin Trudeau expects to achieve broad agreement on a national climate change plan during his meeting today with Canada’s premiers and territorial leaders.

The pan-Canadian pact would endorse the need for carbon pricing and promise massive investments in hydro power lines, clean technology and public transit aimed at combatting global warming, just weeks before climate-change skeptic Donald Trump becomes president of the United States.

Outgoing U.S. Vice-President Joe Biden is scheduled to brief the first ministers on what to expect from the Trump administration before their official climate talks get underway.

Biden was honoured by Prime Minister Trudeau at a state dinner in Ottawa last night. The U.S. vice president addressed the gathering, pointing to climate change as the most important issue of this generation. Biden also spoke of the close relationship between the U.S. and Canada.

Saskatchewan Premier Brad Wall is the one vocal provincial holdout on carbon pricing. If today’s deal is not unanimous, it may require the Federal Liberals to buy costly international carbon credits to meet their international 2030 targets.
