A 28-year-old from Quebec is charged with trying to leave the country to participate in the activities of a terrorist group.
Ismael Habib appeared briefly in Montreal court to be formally charged.
The Mounties have also charged him with making a false statement to obtain a passport.
He returns to court Monday to set a date for a bail hearing.

Habib was initially arrested in Gatineau last week and charged with criminal harassment, uttering threats and forging documents.
The bail hearing relating to those charges takes place March 19.
That must take place before a court will decide whether to grant him bail on the terrorism-related charges.
The prosecutor said she would continue to seek a peace bond, which would restrict Habib’s activities and keep him under surveillance if released.
