Toronto’s auditor-general has released a scathing report on the management of renovations at the city-owned Sony Centre.

The Toronto Star obtained a copy of the report by Jeffrey Griffiths. He found “significant issues” with the way $23-million in construction contracts were awarded. He says the majority of the contracts weren’t awarded through open and competitive tenders. The justification for some of the sole-source contracts was insufficient or missing. And he says some transactions were not properly documented.

Costs of the renovations to the theatre at Yonge and Front in 2009 and 2010 ballooned from $28-million to $40-million.

Griffiths says many of his concerns were also raised in other reports. He says, if they had been followed, many of the issues could have been avoided.

The city’s audit committee will consider the report at the end of the month.
