It’s a virtual  guarantee that the  motions to suspend Senators Mike Duffy, Pamela Wallin and Patrick Brazeau will not come to a vote before next week.

Senate speaker Noel Kinsella – himself a conservative – has ruled that a motion to shut down debate is out of order.

The speaker’s ruling makes it harder for the Harper government to continue blaming Liberal stalling tactics for delaying the vote on the motions.

And so – the Senate expense scandal will be a dark cloud hanging over the Conservative party national convention, which starts in Calgary  tomorrow night.
