Canada’s provinces and territories talk a good game about funding in-home health care, but a new report is urging governments to put their money where their mouths are.

The Canadian Home Care Association says most provinces have emphasized the need to step up funding for care provided outside of hospitals, but not one has followed through on its verbal commitments.

Its new report says on average, provincial and territorial governments spend just four per cent of their health care budgets on home care.

That’s virtually unchanged over a five-year period, despite a growing need.

About 1.4 million people accessed home care services in 2011, up 55 per cent in just three years as baby boomers age.

The report also suggests Ottawa has fallen short in funding home care for veterans, Mounties and First Nations Canadians.
