PAUL BERNARDO TRANSFER WAS 'SOUND' SAYS CORRECTIONS REVIEW

The Commissioner of Canada’s Correctional Services has released the results of a review into the controversial Paul Bernardo prison transfer.

Anne Kelly says the decision to transfer the serial rapist of convicted killer out of the maximum-security Millhaven Institution to a medium lock-up was “sound” and followed all applicable laws and policies.

She also admits that CSC could have had more meaningful discussions with victims families that still complied with the privacy act. The review recommends Kelly create a committee to improve policies around victims.

The 85-page review released today shows Bernardo’s security classification was reviewed 14 times between 1999 and 2022, and each time he met the criteria to be moved under medium security.

As for notifying Minister Marco Mendicino about the move ahead of time, Kelly says she doesn’t typically discuss transfers with cabinet ministers but adds this will change going forward.
