Toronto Community Housing is failing to respect and protect tenants’ human rights accord to the city’s ombudsman.

In a new report, Kwame Addo said TCHC is sharing incorrect and misleading information about its human rights complaint process.

His investigation found that tenants were referred to an office that had not been active for several years and had outdated policies and procedures.

Addo received complaints the social housing provider was failing to support tenants’ needs for medical accommodations and complaints from tenants that they were the subject of racial slurs.

“My investigation found that TCHC has not treated the human rights and dignity of its tenants with the priority they deserve. This is unacceptable,” said Addo.

He says the Corporation is aware of the issues related to its handling of human rights complaints and  intending to update its process but added the delay in updating TCHC policies is a major failing.
