A Toronto grocery store owner who chased down and detained a shoplifter is one 17 people who received the Diamond Jubilee medal.
Prime Minister Harper presided over yesterday’s ceremony where David Chen received his medal.
Chen was charged in 2009 but later acquitted in the case.
It spurred Criminal Code changes introduced by the Tories to expand citizen’s arrest and self-defence provisions.
The Diamond Jubilee medal was launched by the Harper government last year to mark the 60th anniversary of the Queen accession to the throne.
