Public Safety Minister Vic Toews says the decision to transfer Omar Khadr from Guantanamo Bay, Cuba to Canada was made earlier this week.
The 26-year-old Canadian spent nearly a decade in the U-S military prison there.
In 2010, he pleaded guilty to five war crimes, including the death of an American medic in Afghanistan.
He arrived at Canadian Forces Base Trenton, Ontario this morning and was transferred to a maximum-security prison near Kingston.
